How can Ireland speak on behalf of all EU Citizens?

Why Ireland as acting President of the EU is still an outsider in reference of the Schengen Agreement?
How someone can speak as a ‘President’ of the EU, if the same President does not recognize his own Business Law and regulation.
There is no excuse, other then the pressure of the United Kingdom to not sign finally a free movement agreement or better known as Schengen Agreement.
It sounds very silly and stupid for a Government of a ‘Nation’, member-state of the EU, actually ‘President of the EU’, once EU Visitors arrive at Amsterdam or Paris and cannot keep on their travel to Dublin because Ireland has not signed the Schengen Agreement.
It is s stupid presentation, to talk or to be the voice of 15 nations, soon 25, but the same Nation does not recognize their own EU agreements.
This does not look great for the idea of the so-called ‘European Union of Citizens’, if the acting President refuse to accept or sign the same agreements as the other Member States. Is Ireland a puppet of the United Kingdom to refuse the Schengen Agreement? On the other hand, is there a deeper mistrust behind, looking at the arrival of the 10 new members?
What ever may be the reason, I think Ireland should not speak in the name of a European Union, not on behalf and not for it until it does not sign the must important agreement reached by the so called EU.
As a citizen of the EU, I call on the Irish Government do not speak ‘in the name of the European Union’ as:
1. You do not, or you never did ask the citizens of the EU.
2. You refuse to sign the Schengen Agreement to be in accordance with you neighbor the United Kingdom.
