Today (24th May) the ‘Quantified Risk Assessment’ (Q.R.A.) of Shell’s Rossport pipeline has finally been released. This was sought by campaigners through Dail Questions (from Deputies Ferris, Higgins, and Cowley) and Freedom of Information Act requests (including one by local T.D. Michael Ring). However this is only a new version of the Q.R.A. Versions A,B,C,D and E will not be released, nor will the research documentation which forms the basis of the Q.R.A.

Earlier, in Shell’s case to bring injunctions against Rossport residents and owners of the land upon which their pipeline will go, the President of the High Court described it as “inconceivable” that the Q.R.A.s would not be before the court. This was in reference to the earlier versions.

Meanwhile a review into the safety of the project, commissioned by Minister Noel Dempsey in the middle of March this year, has been revealed to have been carried out by a company, British Pipeline Agency LTD, established in 1969 as a joint venture between British Petroleum and Shell. So effectively Dempsey’s “review” was another tax payer subsidy to Shell!

In related news the Irish Times of Friday May 20th reports that the High Court judge Fidelma Macken has been nominated to the Supreme Court. Macken’s decision on the application for a judicial review of Shell’s development made by Martin Harrington will be made and announced by the middle of June.

While on the ground Shell have re-started, they say, transiting removed peat from the refinery site at Ballinaboy to the bog storage place at Srahmore. This process had been halted due to accidents, the trucks started to roll again on Tuesday the 17th.

The final plans are being laid for the June Bank Holiday Weekend’s Solidarity Gathering in Rossport, north-west Mayo.
There are three core components to the Gathering. On Sunday June 5th at 2pm there will be a solidarity rally at the pier in Rossport. This will include speakers from other communities who are campaigning against planning atrocities. Another facet is live music, including punk, metal and traditional, with Dublin based punks Puget Sound headlining on Saturday night. Feel free to bring ye’r instruments and get stuck in. The focus of activities during the day on Saturday is education. This will include being shown the route of the pipeline and told about what has happened with it to date.

Peak Oil (also known as the Big Rollover or the Long Emergency) is when demand for oil outstrips supply because the halfway point of the planet’s oil deposits has been passed. ‘Halfway’ is a misleading word in this context. Most of the oil that’s still left in the ground will be staying there, because it takes more oil energy to get it out of the ground than it yields. The oil and natural gas is no longer worth the drilling or pumping. Petroleum geologists reckon that the world oil peak will be sometime between 2005 -2010. The majority of non-OPEC producers such as the United States, Britain, Norway, and Mexico, who satisfy 60 percent of world oil demand, are already in a production plateau or decline. A leading guru, Colin Campbell (ex of Shell and Total Fina Elf) reckons 2007. Are we preparing for it? Are we readying ourselves to radically change our lifestyles and energy consumption? Of course not.............

The Minister for Communications, Marine and Natural Resources, Noel Dempsey T.D., has decided to initiate a further review of the Quantified Risk Assessment (QRA) Version F of the Corrib Onshore Pipeline.

The Minister in replying to Parliamentary Questions in March 2005 stated that:

“It is my intention to appoint a consultant, who is an expert in Quantified Risk Assessment to review these documents* and report to me on all aspects and especially that of public safety. I intend to publish these reports immediately when available.”

Following media queries on 25th May 2005, the Department became aware that British Pipeline Agency Limited (BPA), who was selected by means of a tendering process to undertake the QRA Review, is owned jointly by BP Oil UK Ltd., and Shell UK Oil Ltd.

BPA did not raise the issue of any potential conflict of interest in carrying out this review. Notwithstanding that BP Oil UK Ltd and Shell UK Oil Limited own the Company jointly, BPA remain of the view there is no conflict of interest and state that:

“BPA is a leading UK specialist in the onshore oil and gas pipeline sector, managing pipeline and terminal assets, and providing related technical consulting services to a wide range of companies worldwide.

All work undertaken by BPA is treated as client confidential whether acting for a single client company or a consortia, and the ability to maintain client confidentiality is critical to BPA’s continuing business success.

In this instance BPA were ‘peer reviewing’ technical work undertaken by another pipeline consultant for Shell, against accepted industry codes and standards.”

The Department accepts that BPA has completed the review in a fully professional and objective manner. However the Minister remains conscious that the association of Shell UK Oil Limited with BPA by means of its 50% ownership of the company will raise questions as to complete independence of the QRA review process.

In the interest of ensuring confidence in the independence of the process of evaluation of the safety aspects of the pipeline as addressed by the QRA Version F and considering the public concerns and sensitivities on this issue, the Minister has instructed officials to initiate a further review of the QRA immediately.
