72 billiondollars were approved for the reinforcement of the levee system surrounding New Orelans last year. The money never materialised instead it went to 'other projects'. The only other project putting a dint in the US budget is Iraq.
So you can see clearly now how if Bush stopped bombing Fallujah, his fellow Americans in the South may not have had to die.

He might also have an education system in which 64% of the male population is barley literate, or a health service which could take care of all the sick who cannot afford it.
