No, there are no limits to what these monsters will and can do. We should think of these people in terms of the Nazi administration back in the mid to late 1930s, when they planned their exterminations and the famous 1942 meeting, where the high level designs for the gas chambers were drawn up.
These people in power today are their contemparies except the technology at their disposal is even more frightening and the scope of what they want to do is probably much larger.
As Peak Oil is now upon us, in order for the top layer to continue using the same relative level of resources it means others will have to use less and this means only one thing and that is demand destruction. Now it's not clear what form that will take exactly, but the behaviour of these people does not bode well.
For example we know they have developed microwave beam crowd control weapons. These have already been built and tested and are clearly documented. When the times comes, have no doubt these sort of things will be used on the people. There's a possibility that has already happened in Iraq. There are of course many other things too, but that serves as a good example of the barbaric nature of the system at it's core.
We should not be fooled either by particular individuals, because we know once the current structure remains in place, it would make no difference if the entire top layer died tomorrow, as the system itself and the hierarchical nature of power and the way it structurally grants it to those at the top ensures that a new layer of people would be replaced tomorrow and would act just as viciously.
